IEEE Accomplishments and Activities 

Major Contributions to IEEE

I have earned my spotless reputation in the IEEE Communications Society for my solid contributions to ComSoc conferences, globalization, and inclusion of diverse communities over my 25 years of enthusiast and tireless volunteer service.

My history of technical leadership positions in ComSoc flagship conferences ICC/GLOBECOM is unparalleled: Technical Program Co-Chair or Vice-Chair in four, Symposium Co-Chair in nine others.

In the GLOBECOM/ICC Technical Content (GITC) Committee (2006-2010), I contributed to reshaping the technical structure of the ComSoc flagship conferences, leading the development and update of their standard review form and processes.

With Nelson Fonseca, I founded (2013) and I am leading the IEEE ComSoc Student Competition “Communication Technology Changing the World”, that is the main ComSoc program awarding young student talents.

I have concretely contributed to IEEE ComSoc globalization and inclusion of Members in disadvantaged areas, also considering economical barriers. In particular:

  • as Editor-in-Chief, I have redesigned and revived the IEEE ComSoc Global Communications Newsletter (since 2007), giving voice on a premier publication for 15 years to all Chapters, encouraging in particular smallest ones;
  • as Vice-President, I have worked hard to bring flagship ICC/GLOBECOM conferences to new areas where important events take place seldom (for instance, ICC 2016 and GLOBECOM 2023 in Kuala Lumpur, Malaysia), and I have launched or strengthened two Regional Conferences (MeditCom in the area around the Mediterranean Sea and LATINCOM in Latin America) to meet the needs of members who have limited funds to travel to other continents;
  • as an IEEE Distinguished Lecturer (2003-2009), over seven years of service I visited 14 countries repeatedly and 29 IEEE Sections worldwide (Mexico, Puerto Rico, El Salvador, Panama, Costa Rica, Guatemala, Ecuador, Peru, Bolivia, Colombia, Malaysia, India, Poland, USA), giving 40+ lectures on synchronization, preferring areas in Asia and Latin America where most important conferences usually are not held.
